And when lack of pickup isn’t a problem, dumping is.
I don’t recall which program, but on NPR over the weekend I heard a bit about how in one section of town the small business owners and residents had done an exemplary job of cleaning up and rebuilding thier district, only to have outsider FEMA-contracted clean up crews dump loads of debris in their nabe.
